UNAIDS

UNAIDS was established in 1996 to provide better coordination to UN efforts to combat AIDS after a 1993 evaluation found the WHO Global Programme on AIDS to be inadequate. With pressure from donors and activists to create a body that would provide stronger leadership for the international response, UNAIDS took the novel form of a ‘cosponsored’ programme created by a Memorandum of Understanding between UN agencies. One of the key goals of the new programme was to improve the multi-sectoral response to the AIDS epidemic at the country level. The first two to three years of UNAIDS were characterised as ‘gathering momentum by cosponsors,’ which gradually resulted in a sense of ‘joint ownership’ by the sponsoring agencies (UNAIDS, 2002, 6).
