In Brief

Media are in a highly volatile state and face a tremendous number of challenges in making the transition to a free media system.

Chronology

2008–2012: Imperfectly Free

Kosovo is one of the few countries to have a media system remain for any length of time at the border between functionally free and restricted. External, primarily European, efforts to foster the development of free media appear to be balanced against a domestic backdrop of indifference and suspicion.

Media Today

The massive expansion from a single, government-controlled source of news to hundreds of tiny, economically untenable media sources in this very small country has created a situation that is ripe for coercion and manipulation. The inevitable contraction will be a challenge for supporters of further liberalization. Further complicating matters is the tremendous social and political divide between Albanian and Serbian language communities and a centuries-long history of authoritarian rule of one sort or another that is probably the explanation for the tepid domestic demands for free and professional media.
