A county PPCC official told me that both the county PC and PPCC provide opportunities for the private-entrepreneur deputies to interact with other entrepreneurs and government officials, but the effectiveness of their political participation is “hard to say.” The low quality of deputies and PPCC members also limits their political participation: private entrepreneurs were originally peasants who were audacious enough to take advantage of flaws in the law. He also validated that most of the coal-mine bosses were the most audacious people, including some who were released prisoners.75

According to the 2009 official county yearbook, the county PC’s work in the last few years has focused on coal-mining safety and promotion of economic restructuring (building new industries instead of relying only on coal mining). However, according to the county party secretary, it is hard to implement the provincial government’s policy on strengthening safety regulations, and the LPC can play only a limited role.76
