The Local, National and Global
The Crick Report made clear that there was a need for a âchange in the political culture of this countryâ (1998, p. 7; italics added). To further emphasise this point the Lord Chancellor in the same report declared that:
We should not, must not, dare not, be complacent about the health of British democracy. Unless we become a nation of engaged citizens our democracy is not secure. (1998, p. 8)
Research on teacherâs perceptions of citizenship showed that it was felt principally to be about being respectful to our immediate neighbours (Davies, Gregory & Riley 1999). This limited and limiting approach should be of little surprise in any discussion about a National Curriculum subject. Even if the approach in curricular documents had been determinedly internationalist it would still, in this context, emphasise national perspectives. Citizenship education in its current form and despite the rhetoric of globalisation is very different from global education (Davies, Evans & Reid 2005). What lies at the root of this issue is the plasticity of the term citizenship. It may, as discussed earlier, provide focused access to the rights and responsibilities offered by a nation-state (in an exclusive or inclusive manner) as well as the benefits and challenges of a more expansive (or fragmented) cosmopolitanism. As such, currently, the national perspective of citizenship is curiously accepted and yet also rejected without a consequent acknowledgment of the multiple citizenships that are necessary to gain advantages.
