CONCLUSION

Tactical design is not an operation plan/order but provides the critically important framework for a discussion between the commander and the staff about elements of the plan for a pending naval tactical action. In selecting the main elements of a tactical design, one should avoid a dogmatic approach. Regardless of one’s preferences, any tactical design should include tactical objectives, tactical factors, initial position and lines of operation, tactical center of gravity, and concept of operations. Except for the scale of the objective, there is essentially no conceptual difference between an operational and tactical design. In contrast to the operational design, there is only a single objective to be determined. Only in cases of a naval/amphibious raid, amphibious assault, and naval battle is it necessary to determine intermediate (minor tactical) objectives. The process of balancing tactical factors of space, time, and force vs. the objective is much simpler than in the operational design. Initial position of one’s forces and physical location of the objectives must be properly evaluated. Both central and exterior positions offer a number of advantages, but also disadvantages. The commander and planners should try to maximize advantages and minimize disadvantages of the respective positions of the center of gravity of the enemy’s major tactical forces. Clearly, the concept of center of gravity for minor tactical forces has little or no utility for the tactical commander. It is also critical to determine the center of gravity of one’s major tactical forces so that they can be adequately defended and protected. Concept of operations is the very heart of any sound tactical design. It should be simple, innovative, pose multiple threats to the enemy, and it should deceive the enemy. Concept of operations can consist of a relatively large number of elements. Each element should be thoroughly understood and assessed. However, all efforts should be made to prepare a simple concept of operations so that it can be executed quickly and decisively; otherwise, the chances of success are greatly diminished.
