Communist Party Members Must Consciously Obey and Support the Party's Centralized Leadership

Strengthening the centralized leadership of the Party and bringing into full play the leadership function of the proletarian vanguards and the exemplary vanguard role of the Communist Party member cannot be separate from one another. Every Communist Party member should exert himself in order to develop the exemplary vanguard role and consciously obey and support the Party's centralized leadership.

We must heighten, in the area of ideology, the understanding of the importance of reinforcing the centralized leadership of the Party. Throughout the entire historical period of socialism, the prolonged and complex character of class struggle and the struggle between two lines within the Party, as well as our responsibilities for revolution and construction, demand that the Party's centralized leadership must be strengthened, not weakened. In order to subvert our proletarian dictatorship and restore capitalism, class enemies at home and abroad will always direct the spearhead of attacks toward our Party. They utilize the tactics of infiltration and defection, employing every means to find agents in our Party and to attempt to change the Marxist-Leninist Party into a revisionist party, a fascist party, so that the whole of China will change its color. We must maintain a high level of vigilance. Some comrades think that strengthening the Party's centralized leadership is the leadership's problem and does not concern the rest of us very much; but that is an error. As Stalin said: "Without the party's leadership, it is impossible to carry out the proletarian dictatorship. If the party should be shaken or weakened even a little bit, the proletarian dictatorship will be shaken and weakened" ("The Fourteenth Congress of the Russian Communist [Bolshevik] Party: Political Report to the Central Committee"). We can see that maintaining the Party's leadership is in the proletariat's fundamental interests; it is that essential matter that is directly related to the question of whether or not the proletarian dictatorship will be consolidated and developed. How can we say that it does riot have much to do with us? On the basis of a high level of class and line struggle, every Communist Party member must apply himself to understanding the important implications of strengthening the Party's centralized leadership and must consciously obey and support the Party's centralized leadership.

We should correctly arrange relations between individuals and the organization, resolutely obey the Party's leadership, and refrain absolutely from acting alone at will. Every Communist Party member is an element of the whole Party; he must participate in one of the Party organizations and, under the leadership of the Party organization, work and struggle for the realization of the Party's program and line. We should support the system of reporting to the Party organizations, reporting frequently to the Party organization about the conditions of our own thought and work and relaying the morale and demands of the masses in order to win support and aid from the Party organizations, strengthen the close connection between the Party and the masses of the people, and do the Party's work well.
