Outsiderâ presidential hopeful Donald Trump found himself a bit too far outside when he was stumped during a televised Republican Primary debate by the term ânuclear triad.â26 In fairness to him, there is that âotherâ military triad, which consists not of missiles, aircraft, and submarines, but of the elected government, industry, and the unelected government. The glue that holds this triad together is compounded of career and profit.
We have already discussed the motive the members of the elected government have to appropriate military pork: buying votes. Industryâs motive, obviously, is financial profit. That leaves the unelected government. What do the bureaucrats want?
The more the federal government invests in the military, the bigger the Administrative State becomes. The bigger it becomes, the more secure the careers of those in the unelected government become. Moreover, the bigger each particular department or functionâeach fiefdomâbecomes, the more salary managers and executives command. Growth of the military-industrial-Congressional complex builds and ensures government careers while also providing localized employment and prosperity in the districts of the relevant congressmen. The country at large does not necessarily gain a higher level of security. In fact, to the degree that current military spending is wasteful (which it is) and inefficient (which it is), the security of the nation is actually reduced (which it is). Nevertheless, the myth that defense spending should be immune from cost-cutting is incredibly durable, and, therefore, most weapons programs and defense initiatives make most Americans feel more secure, no matter the cost.
