But Moynihan soon learned that Nixon planned to circulate the memo, with his annotations on it, to the cabinet. Fearing a leak, he called presidential aide H. R. Haldeman and pleaded, “Get those annotated copies back.” Haldeman did so, and distributed clean copies of it instead. One of these, however, was nevertheless leaked and appeared in newspapers, including a complete version of it on March 1, 1970 (with photo of Moynihan) in the New York Times. Neither then nor afterward did Moynihan discover who did the leaking. (Later, he simply snorted, “Washington.”) But it did not matter, for the damage was done.
