There are 20,000 people who have gone past the six-months status as asylum seekers but who haven’t been transferred to the new status. This means they continue to receive the small amount of 135 euros per week. Thirty goes immediately for the weekly metro and that leaves 100 for everything else, and that they have to take food cooked in canteens and not cook their own food . . . The government is breaking its own laws.

Part of the city state’s solution was to build container homes for refugees, which could be occupied for up to three years at a time, and which one official at the new LaGeSo—Landesamt fur Fluchtlingsungelegenheiten (LAF)—acknowledged was a product of “a lack of imagination” by the state on housing for refugees. These new “villages” were built through a legal loophole—Article 76 of the Building Code—which allowed for construction without consent from the authority in the local borough, and are composed of modular housing in areas such as Lichterfelde-Zehlendorf, with six locations of 2,400 units having been identified in the city in the first instance, built using containers and supplemented with glass fiber to improve their appearance, and often with gyms built on-site.157 Alongside this, Moabit Hilft continued to perform state functions by providing basic provisions.
