8. All but three districts (Kgalagadi, North East, and Southern) produced figures on the non-food costs of the project and the number of bricks produced. These six districts spent R96,470 and made 1,574,707 bricks, worth R22,046 if they are valued at R14 per thousand. Part of this expenditure was on tools and equipment which have a residual value. Not all districts reported on the amount spent on tools, but from the figures supplied by five districts it seems that approximately one-third of total expenditure is accounted for in this way. If the cost of tools is discounted, the non-food costs of the project are reduced to R64,346. Some gangs undertook other development projects in addition to brick making and these have a value. Unfortunately, only one district attempted to estimate their value, and reckoned it to be 37 per cent of the value of bricks. If this figure is taken as a rough guide for other districts, the total value of work is increased to R30,203. It is improbable that the value of other works exceeded this proportion since brickmaking was the main activity. Thus, the project cost a good R35,000 more than it was worth in terms of the value of works produced. Since the figure for expenditure does not include either transport or the cost of government personnel, the true cost must be higher. In particular the opportunity cost of the time devoted to the project by key development staff must be considerable.
