The same stated rule in the three jurisdictions has different effects on driver behaviour. Traffic cameras are cheap and can catch lots of people but only where they’re placed. The evidence they produce is acceptable in some jurisdictions for moderate fines, but in most places can’t support more serious convictions such as licence suspensions or prison. Police officers with radar guns can move around, and their word is accepted in even the most serious court proceedings, but they cost more than cameras and can target only a few of the fastest drivers on the road. The toll road approach is virtually free and can catch every speeder in principle, with little room for argument in court, but it only enforces the limit on the average speed, not the maximum speed.
