Internal Passports and State Control

Overnight, it seemed, America had been transformed from a nation of inalienable rights guaranteed by the Constitution—the right to assemble, to worship, to speak freely—into a nation in which those rights were now contingent upon doing what unelected health experts and government officials demanded.

Going to church, traveling, gathering together with family members, even sending children to school now would all require explicit permission from the government. It was reminiscent of a slogan that appeared in Berkeley, California, in the 1960s, at the height of that city’s zany radicalism: Everything not expressly permitted is forbidden.

This fundamental transformation was encapsulated in the Democrats’ push for “vaccine passports,” which would contain an individual’s vaccination and health records as a requirement for access to travel, entertainment venues, and whatever else the government decided.63 It was a totalitarian restriction of individual freedom already pioneered in Communist China’s “social credit” system.64

On August 3, 2021, New York City Mayor Bill de Blasio announced that a new vaccine passport, which he called the Key to NYC Pass,65 would be required to enjoy most activities within the city limits, from visiting restaurants to grocery shopping. “We know that strong, clear mandates help,” de Blasio declared in a press conference.66 The mayor also said: “The Key to NYC: When you hear those words, I want you to imagine the notion that because someone is vaccinated they can do all the amazing things available in New York City.… If you are vaccinated, all that is going to open up to you, you have the key, you can open the door. If you are unvaccinated, unfortunately, you will not be able to participate in many things.”67

This was so alien to the American idea, and the freedom that it promised, that it was difficult to understand how an American official could propose and institute it so cheerfully, although de Blasio’s affection for Cuba’s sadistic dictator Fidel Castro went a long way toward explaining his attitude.

As in the “democratic people’s republics” in Eastern Europe under Communism, Americans were now being told that they would need the equivalent of transit papers to travel domestically, to board trains and airplanes, to go to college, even to perform routine chores of daily life. “It becomes a reward-punishment-type system, and you make your own calculation,” explained Democrat operative Rahm Emanuel,68 who attained notoriety for advising fellow Democrats to “never let a serious crisis go to waste.”69

Indeed, Communist governments discovered long ago that the best way to control a population was through “a reward-punishment-type system”—benefits earned if people did what they were told, benefits denied if they did not. In totalitarian states such as the German Democratic Republic or Communist Czechoslovakia, people who failed to comply with government orders were often not overtly punished. Instead, disobedient or dissenting citizens simply saw their promotions denied, their children’s applications for university rejected, their efforts to acquire a car stymied, long-planned vacation trips canceled.70

Historically, Americans reject this vision of total government control over their lives as the opposite of the freedoms they have fought and died to protect.
