Their factories have swallowed up all the workforce in their respective regions, leaving an unfulfilled gap in personnel skilled in fashion branding, marketing and retailing. Professionals with expert knowledge in the symbolic production of fashion are now in demand.24 One result is the highly sought-after fashion marketing and management programmes from both national and international institutions. The campaign to move up the supply chain from ‘Made in’ to ‘Created in’ China fashion was subsequently launched, with emphasis on promoting star designers who can make a global impact. It has not taken long for the PRC to acknowledge fashion as a soft power for nation building. As a prosperous creative industry, evident elsewhere, for instance, Britain, France, Japan and more recently Korea,25 the PRC sees its own fashion industry as an enduring business and an opportunity to interact with global partners, one that would embrace national pride and ambition simultaneously.
