The 2050 Pathways report

The Department of Energy and Climate Change (DECC) had taken on a new scientific adviser in 2009, the same David MacKay whose book, Sustainable Energy – Without the hot air, had made such an impact earlier (see Chapter 7). It was not surprising that DECC now started producing analyses of pathways to the 2050 carbon targets, reflecting physical limits rather than wishful thinking. In July 2010 DECC published its 2050 Pathways Analysis, which showed a range of routes to the 2050 80% carbon cuts target. Like MacKay’s book it was based on physical limits, not cost optimization. The analysis showed a reference case which:

assumes that there is little or no attempt to decarbonise, and that new technologies do not materialise. This pathway does not meet the emissions targets and would not ensure that a reliable and diverse source of energy was available to meet demand – it would leave us very vulnerable to energy security of supply shocks.
