Informal networks have a potentially enormous effect on the success or failure of projects, yet their value to the organization is often ignored because of lack of understanding of how to use them. They are seldom considered during the design of formal organizations, but ignoring them—or having dysfunctional informal networks—is a recipe for program failure.

Why formal structures?

Formal structures are needed to help classify the organization into parts. Formal organizations indicate who is in charge, who reports to whom, and what relationships exist between the various work elements. As mentioned earlier, they also are responsible for standard setting and for establishing norms and values for the rest of the organization.
