So much for logic. The next task is to look at the data and ask whether Congress actually does oversee more and differently in some policy areas than others. The answer is a resounding yes.
In order to measure the variance in police patrol oversight across policy domains, we examine the two most commonly used metrics in the literature: legislative productivity and hearing activity. Table 4.1 compares the legislative activity of the Senate Intelligence Committee to three other senate committees: Foreign Relations, Commerce, and Banking. When determining how to select appropriate committees for comparison, we relied on Richard Fennoâs classification system which divides congressional committees into three categories: prestige, policy, and constituency committees.16 Because intelligence is considered a national policy issue, we restricted ourselves to the policy category. In addition, we took an expansive definition of âlegislative productivity,â including any bill or joint resolution that either originated in a committee or was referred to a committee and which then went on to become public law.
