Jobs within State and Local Governments (Public Sector)

As far back as 2014, the Police Executive Research Forum suggested all police departments respond to cybercrimes.5 As of 2020, the level of cyber-crime activities has continued to rise, and it will be in the best interest of every county to create a cybercrimes/cybersecurity response, investigative, or liaison unit to collaborate with other agencies that can handle cyber-related responses. Ideally, every state should have a coordinated cybersecurity strategy. We believe this will create a need for experts in the field, thereby creating more opportunities for criminal justice students. There are investigative jobs (digital forensics) and preventive jobs (cybersecurity) at the state and county levels.

Most investigative jobs at the state and local levels will be in law enforcement. Many law enforcement jobs will be in the Department of Public Safety (DPS). For example, the Texas Department of Public Safety has a computer investigative unit.6 Local police departments in urban counties with cities like Houston, New York, Chicago, and Los Angeles have special divisions that respond to cybercrimes. More rural counties defer to larger police departments and the FBI to respond to cybercrimes.

Jobs in state governments will most likely fall within the city, therefore, within local governments or counties. For example, in the state of Texas, there are cybersecurity jobs in the state7 but some more in large cities like Houston,8 Austin,9 and Dallas.10 Again, students will have to be creative to search for such jobs.

In Houston, Texas, for example, the City of Houston has both an investigative financial unit and a cybercrime unit under the Houston Police Department11 and hosts its cybersecurity activities under the Houston Information Technology Services (HITS).12 Other urban jurisdictions in the state have similar institutions that handle prevention through an information technology/security department and investigation through the police department.
