Human security

It is worth noting briefly that during the 2000s the EU and Japan continued to discuss their contribution to ‘human security,’ based on the UN’s definition that ‘all individuals, in particular vulnerable people, are entitled to freedom from fear and freedom from want, with an equal opportunity to enjoy all their rights and fully develop their human potential.’ The emphasis on this ideal links EU–Japan bilateralism further to a normative commitment to multilateralism and underscores the centrality for the EU and Japan of the UN. In their summit meeting of 2006, they jointly committed to spread this ‘concept’ and to promote these fundamental rights, but it failed to gain more meaningful traction in the years which followed.28
