Begin small, grow strategically: The first annual round of grantees could be as few as 10–12 and then be expanded in similar increments, depending on the range of worthy applicants, emerging capacity for training and technical assistance, and, of course, performance evaluation based on authentic community-developed metrics. Once critical mass has been achieved and appropriate state capacity has been built (e.g., with state leagues of cities and relevant state agencies that understand the mission of youth engagement and institutional culture change, proven through some funded state projects), Youth Leadership for Cities could possibly become a state block grant.

Competitive set aside funding for training and technical assistance: Funds would be set aside for national, regional, and state intermediaries, on a competitive basis, to help assist local partnerships. One can thus imagine organizations such as the National League of Cities, Alternatives, Onsite Insights, Youth Leadership Institute, International City/County Management Association (ICMA), and state leagues of cities applying for funding to enable them to work with local grantees, with a broader range being chosen as the number of overall grantees expands. A relevant model might be EPA’s capacity-building grants for the Targeted Watershed Initiative, which have gone to organizations such as the River Network, Center for Watershed Protection, Southeast Watershed Forum, and ICMA, among others (Sirianni, 2009b). What is to be avoided is a single national youth development intermediary, especially one with little on-the-ground experience in youth and adult partnership training and organizational transformation.

HUD team and interagency network: A cross-program HUD team with experience in community development, university-community partnerships (Vidal, Nye, and Walker, 2002), and participatory planning should oversee the program and recruit several experienced youth engagement practitioners to help staff it.
