4 Imagining Zero Net Energy at Scale

Even with the policy, financial, and physical barriers that exist for ZNE in California, there is significant momentum among stakeholders that support the goals. There is interest from the design community, progress in the implementation of building energy efficiency standards in the direction of requiring ZNE capable buildings, and discussion around looking at the ZNE goals at a campus or community scale rather than building by building. However, a major concern among stakeholders remains that there is not a clear business model for utilities or other potential investors around widespread implementation of ZNE.
