Mr Day concluded:

‘The choice, then, that faces Britain is a real challenge to our imagination. Either we drift, and find ourselves excluded from free access to European markets, while coming to enjoy less and less in the way of favours in Commonwealth markets; or we make a great effort of imagination and will, and initiate the complicated bargaining process leading to our entry into the European Community, together with an external association for all the Commonwealth countries that desire it. . . .
