The construction of the naval base from Genoa to La Spezia was undertaken by the Savoy government under Camillo Benso, Count of Cavour in 1861. The city inevitably expanded as a result, and from 1861 to 1881 the number of inhabitants tripled. Badly damaged by bombing in World War II, and again by German troops who occupied the site between 1943 and 1945, the base was meticulously reconstructed.

The predominant style of the structure is Neo-Classical. It also illustrates how the designer, Colonel Domenico Chiodo, responded to practical requirements: for instance, the workshops are located near the entrance for the workers' convenience, and the offices and warehouse are placed centrally. You can visit parts of the base, including the old workshops, sailmakers’ yards, docks and the swing bridge.

The museum itself is one of Italy’s oldest and most important naval museums. The core of its collection dates back to the 16th century, and was started by Emanuel Philibert of Savoy, who gathered mementoes from the Battle of Lepanto (1571). Models help illustrate the port's history; there is also a fine collection of anchors and a display of figure-heads from old sailing ships.
