If a piece of land was left fallow or unused for a fixed period of time [for example, between three and five years], the land was expropriated and returned to communal ownership to be reallocated according to customary procedures or preserved by the administrative authority on behalf of the sultan for the use of future generations. In addition, according to traditional norms and regulations, land tenure would not exclude persons from outside the local community. People of diverse tribal origins inhabited most villages. In other words, land tenure was a clear manifestation of citizenship in Darfur across its multitudinous tribes.
