Confrontation

HRM is a very low [priority]. I don’t see it affects my job … if you took HR out of the health service, the health service would still run. If you took nurses out of the health service, the health service wouldn’t run. (General manager)

The first set of accounts described confrontational relationships whereby responsibility for HRM was contested between HR and other managers. Confrontation between clinical and HR managers seemed to arise out of perceptions of competing performance logics – the clinical managers being focused on delivering patient care and HR managers seemingly concerned to meet national and local targets, as the following two extracts illustrate:
