In the case of the construction of the Hoshangabad overbridge, the DM had the task to coordinate the visions of the central government departments, the BCLL, the railways, the district administration, and the police force in order to ensure a smooth transfer of required land to begin construction. The project had been getting delayed over eight years due to the presence of slums on required lands and the difficulty in getting project designs approved by central government departments. But the DM ensured that all paperwork transfer relating to land acquisition occurred smoothly between departments. Chandramouli Shukla, the CEO of BCLL, had this to say about the DMâs role:
I think there has to be one champion person who has to keep pursuing such things at various levels and here you can say it was the collector based on his efforts. You know he is a man whose major role is to co-ordinate with different department. I would say, both, the Municipal commissioner and Collector, become important for they need to co-ordinate things at the senior official level. If I have to go to railway officers 3â4 times and am not able to get things the way I like; the collector can go for an informal chat over a cup of tea and ask them, this gets things to move along faster.
Nishant Warwade referred to any DM as the central coordinating point for all activities in a district:
BCLL is part of Municipal Corporation and is responsible for the technical part of the job. They build roads. It is a construction agency. They are just implementing agency and are not the planning agency and neither are they the coordinating agency.
Traditionally, the functioning of a district has been centered on the office of the DM. Different line functions have their own mandate and often function from their own respective budget. However, all activities of the district are carried under the overall supervision of the office of the DM. For instance, in the Bhopal district case, while the municipal corporation is not under the DM, it is structured in a manner that the DM is supposed to be kept in the loop. Law and order of the municipality is under the direct supervision of the DM. The DM also processes the office papers of municipal elections, conducts elections for the post of councilors, have powers to investigate against Municipal Commissioner and to remove them from office, etc. In other words, the administrative structure of the district is a typical matrix structure that connects all line departments with respective departments and at the same time be under the overall supervision of the office of the DM.
Reporting: It is a brief guide to enterprise reporting. Target roles included managers and system architects. It dealt with the level of comfort in sharing the data by which transparency can be maintained within each level of staff. It also helped in taking the rapid decision right.
The DM visited Samarpan center in Bhopal every week. Sometimes there could be two meetings in a day.
