Project abandonment and awarding non-existing projects: the case of NDDC
The Niger Delta Development Commission is a federal government commission that was established by Nigeriaâs former President Olusegun Obasanjo on 5 June 2000, with the mandate to develop the Niger Delta region. In September 2008, late President Umar YarâAdua created the Niger Delta Ministry which is now the supervising ministry for the NDDC. The ministry was created with the intention of tackling the challenges of the Niger Delta region and the concerns raised by the Niger Delta militants and the Niger Delta people generally, especially issues of neglect, poor social amenities, lack of infrastructure, lack of education and health facilities and lack of development in the oil-rich region. The NDDC was established to develop, re-organize, manage and administer more effective structures to improve and develop the degraded Niger Delta region. Moreover, it was to find a lasting solution to the socio-economic problem in the Niger Delta region and to start developmental projects in the region. Unfortunately, 20 years after its establishment, the Niger Delta region is still underdeveloped and lacks basic social infrastructure and amenities due to nepotism, corruption and unaccountability.
NDDC has the power to carry out projects that will promote, improve and develop the Niger Delta region, especially projects that will improve the socio-economic and human development of the region. Moreover, NDDC is meant to liaise with oil and gas producing companies in the Niger Delta on how best to prevent and control environmental pollution and degradation in the Niger Delta region. The board of NDDC has the power to supervise the affairs of the commission, inspect ongoing projects and scrutinize awarded projects, for the betterment and improvement of the region. The commission was further given a mandate to rehabilitate, train and educate the ex-militants of the Niger Delta region in order to stop the violent crimes they engaged in, such as oil pipeline vandalization, kidnapping for ransom, disruption of the oil companiesâ exploration and production of crude oil and so on. Section 5 of the NDDC Establishment Act of 2000 provides funds for the commission, which binds the federal government to remit 15 percent of total monthly statutory allocations to member states from the federal account, 3 percent of the total annual budget of any oil producing company that operates offshore and onshore in the Niger Delta region, including gas processing companies; 50 percent of funds from member states of the commission from the ecological fund; other funds that the federal or state government can lend to the commission or deposit in the commissionâs account; proceeds from other commissionsâ assets from time to time; and any other grant-in-aid, gift, testamentary dislocation and so on.
According to the act, NDDC is to award and execute projects across their member states such as building health facilities, roads and transformers, and establishing youth empowerment programs and water and agricultural projects for youths. Some of the projects the commission has carried out include the construction of a 29 km road in Ogbia-Nembe, Bayelsa State,
