The socio-economic impact of the second management plan (adaptive co-management 2008–13) on household livelihood strategies

The second management plan was much more sensitive than was the first plan to the needs of the local communities, and provided specific socio-economic direction to enhance opportunities for local communities, through developments that complemented local culture and traditions. It tasked management to create opportunities for socio-economic improvement of both mainland and island communities; to make use of co-management liaison mechanisms to integrate development efforts by government institutions, civil society, businesses, and international agencies; to implement best practices for fishing and ecotourism; and to encourage the achievement of local financial independence. One immediate step taken by the HCRF in response to local stakeholder protests against the filming of the reality show in the CCMPA was to open up more fishing grounds for artisanal or small-scale extraction, thereby alleviating some of the income loss caused by the restrictions imposed by the first management plan.

Again making use of the typology of four different types of household livelihood strategies (generalist; generalist-fisher; fisher-generalist; fisher-specialist), the livelihood structures of all three case-study communities showed significant change between 2006 and 2009 (Table 4.2).
