Step 2: Sensitivity

For each of the climate change impacts profiled in the Exposure step, an assessment of what or who may be affected is conducted (see box 6.2). This step does not ask a community to assess the extent to which a community function, structure, or subcommunity may be affected; it just asks whether they are potentially affected or not. This step includes considering not only physical assets (e.g., buildings or infrastructure) but also populations of community members and aspects of community function. While many communities will recognize the process of assessing the sensitivity of physical assets due to its similarity to a Local Hazard Mitigation Plan (LHMP) development process, the identification of subpopulations that may be sensitive to the impacts identified in step 1 may be less familiar.
