AMERICA’S “RESPONSIBLE STAKEHOLDER” CALL AND THE SHARPENING OF DEBATE, 2005 TO 2012

Chapter 3 explored the trajectory of the Chinese RGP self-conception in the period 1997–2004. This chapter continues the empirical analysis, tracing the RGP identity’s development from 2005 to 2012; the cutoff point of 2012 reflects the end of the Hu Jintao era in Chinese political history. The chapter unfolds with an assessment of the external and internal narratives that had an impact on Chinese deliberations of their country’s big-power role and responsibilities. Next it examines how developments during the second term of the Bush administration contributed to a strengthening of Chinese great-power perceptions. The chapter moves on to discuss a major global event, the 2008–2009 financial crisis, and considers its implications for the RGP identity. It then assesses the trajectory of the RGP identity against the backdrop of growing Chinese diplomatic assertiveness and a more contentious Sino-American relationship from around 2010. In the penultimate section I analyze the key schools of thought in the Chinese RGP debate—the internationalist, developmental, and skeptics’ positions—that had become more distinct over the 2005–2012 period. The last section closes with a discussion of the chapter’s findings.
