Expanding trade and commercial infrastructures between China and Latin America and the Caribbean has fueled trans-pacific organized crime. Activities of concern include Chinese gangs’ extortion of local ethnically Chinese communities,137 smuggling of Chinese nationals through the region toward the U.S. and Canada, trafficking in contraband goods,138 the supply of precursor chemicals from Chinese manufacturers for illegal drug production in Latin America,139 the illicit sale of Chinese arms to criminal and terrorist groups in the region,140 and the purchase by Chinese companies of illegally obtained minerals and scrap metal from Latin America.141 Trans-pacific money laundering is another growing problem, due in part to the increased number of activities by Chinese companies doing business in Latin America, and expanding infrastructures for trans-pacific financial movements.142 Such illicit activities represent a growing challenge for Latin American and Caribbean security forces, which generally lack contacts in China and personnel proficient in Mandarin Chinese (let alone Chinese dialects Cantonese and Hakka) to effectively investigate cases involving actors on both sides of the Pacific.143 Collaboration against organized crime, such as the PRC’s sending of an undercover police officer to Argentina to help dismantle a Chinese organized crime ring operating in that country, may be an indication of things to come.144
