Understanding the EU-Brazil Energy Dialogue

Diplomatic relations between Brazil and the EU were first established during the 1960s followed by a number of strictly commercial agreements throughout the 1970s. Later, after Portugal’s and Spain’s accession to the European Economic Community (EEC) in 1986, a new opportunity to strengthen and consolidate existing ties between Europe and Latin America arose. Consequently, the two parties signed the Framework Agreement for Co-operation, the legal basis for EU-Brazil relations, in 1992. Given their normative concurrence, most notably in terms of commitment to democracy, human rights, and multilateralism, a natural, comprehensive bilateral partnership was soon to be expected. However, EU foreign policy continued with its traditional modus operandi of targeting regions, rather than states, as its strategic partners (Dantas, 2011), in this case, in the 1990s and beginning of the twenty-first century, the Common Market of the South (Mercosur), rather than Brazil. In 1995, the EU-Mercosur Interregional Framework Cooperation Agreement was signed and, in 2000, the EU started to negotiate an Association Agreement with Mercosur. Dialogue with Brazil focused primarily on foreign trade diplomacy and existed solely through the EU-Mercosur dialogue until 2007 (European Commission, 2007a).
