The city's main tourist information office is on the ground floor outside of JR Sannomiya Station's east gate. There's a smaller information counter on the 2nd floor of Shin-Kobe Station, outside the main shinkansen gate. Both carry reasonably good free maps of the city, pamphlets and the Kobe Welcome Coupon booklet, with discounts to sights.
