Role of Strategic Communication

The RECURSO project clearly recognized that no change is possible without alterations in behavior. The lack of accountability and the poor quality of services will persist in an environment where consumers are unaware of their rights as users, where service providers are not subject to performance standards, and where the state fails to protect user rights and sanction negligent service providers. Addressing accountability issues from a behavioral change perspective calls for an effective, well-designed communication strategy that goes beyond the simple dissemination of information.
