8.2 Expertise, Professionals and Learning in the Context of Disaster Prevention

The starting point for this chapter is that for lessons of past accidents to be learned, i.e. taken into account in future decision-making, experts must maintain a ‘safety imagination’(Pidgeon and O’Leary 2000). A lack of safety imagination is linked to a psychological rigidity that restricts decision makers in their ability to link their work to the possible consequences. The question is therefore how a safety imagination can best be fostered. Researchers in the field of naturalistic decision-making (e.g. Klein 1998) have identified stories as an effective knowledge source for decision-making in critical contexts, because they are a powerful tool in pattern matching and mental simulation. Stories convert experiences into memorable, meaningful lessons (Klein 1998; Polkinghorne 1988). As Schank (1990) puts it,We need to tell someone else a story that describes our experience, because the process of creating the story also creates the memory structure that will contain the gist of the story for the rest of our lives.
