You have to first be in the shoes of the bourgeoisie of the nineteenth century to consider the issue. What was the idea of the bourgeoisie in the nineteenth century? You first took care of yourself, then your family, then your nation, and eventually the whole world. You must first be able to take care of yourself before you can afford to take care of the community and then the country. If you couldn't even support yourself, or your own family, how could you manage the country? Thus, the prerequisite of engaging in the governance was that you must be a bourgeoisie and you must have money. They designed a standard that was absolutely objective and couldn't be infringed: the standard of property rights. The propertied class was the state itself. You have to understand that when the Marxist-Leninist said that the nation-state was essentially a bourgeois concept, they were right about it. The nation, by its original definition, was to exploit the proletariat. If the proletariat wanted to engage in the national management, they must first be able to earn money to support themselves. If they couldn't even support themselves, they shouldn't think about the country at all. They had fully proved that they were not qualified to manage the national affairs. If you had the ability to manage the country, you should at least be able to feed your own wife and children. When your wife and kids were fed by your boss, why the damn dare you say that you were going to run the national business? This was their logic.
