The production of the circulaires in 2010 and 2012 facilitating the regularisation of undocumented workers established a new phase in the organisation and representation of undocumented workers in the CGT. In order to guarantee the application of the circulaires, the CGT made informal links with undocumented workers to begin the regularisation process and then opened a weekly surgery (permanence) in September 2014. Beyond assisting the undocumented workers in their regularisation process, the objective for the CGT has been to identify any circumvention of labour law by employers and to combat social dumping. Strike movements have continued in parallel with this legal activity. The leader of the permanence explained:

Once we had won the criteria in 2010 and the circulaire on 28 November 2012, we had to of course continue to fight to win better. But at the same time, the criteria in the circulaire had to be applied. There was considerable pressure from undocumented employees to determine whether the criteria could be applied to their case. From the end of 2012 to 2014, workers were already being received, but nothing was organised. Now, there were many people, people were received as they presented themselves. I felt that we had to organise something, with the difficulty that we do not want to turn into a service industry. We are more in the conquest of new rights than in the enforcement of rights. It is an important political subject, it is a debate. I think one does not prevent the other. What is done corresponds somewhat to the role of the workplace representatives, a concrete response to concrete needs. I think you cannot just tell people ‘come to the demons’.
