It was not only Baghdad where consultation fees were employed. This incident occurred in Kurdistan in June 2004. The same American featured in the last anecdote describes his next exposure to the reality of corruption, not only among the Iraqis.

While in Kurdistan, the supervisor and I went to a meeting with a civilian representative of the U.S. military. He was the one who submitted the bids of companies for contracts with the U.S. government. My supervisor and the rep walked off for a moment. I could see that whatever he was telling my supervisor was pissing him off. He came back and grabbed me and said, “We are leaving.”

When we got to the vehicle, I asked what happened. He said that the civilian stated the fee was too low. I said, “What fee?” He said, “The consultation fee.”

It finally dawned on me we were talking about kickbacks and bribes for the American civilian. I had seen it with the locals, but this was the first time with my fellow countrymen. My boss wouldn’t play so the contract was awarded to another bidder.
