Chapter Five Achieving Economic Stability

The Decade of Transition (2015â2025) is the time during which Afghanistan should be able to build the needed capacities, skills, and infrastructures to support the effectiveness of the government, improve the national security forces, and achieve the development of key economic sectors. In light of the discussions over political and economic planning reforms, it is vital for Afghanistan to reorient its national economic policy toward serving as a regional logistic platform by turning major airports, particularly in Kandahar, Mazar-e Sharif, and Herat into three key IPs to serve Southwest and Central Asia markets. From a global aviation/air cargo perspective, this fits well into air transportation corridors between Europe and China, the Persian Gulf and Central Asia, and India and Iran and Turkey. According to an assessment by IDA Consulting, in many cases, air cargos are one way; on their return they can stop in Afghanistan for dropping or picking up commercial goods.1 From there, commercial goods can be pushed out by land and railroads into local and regional destinations while commercial goods and products can be loaded in Afghanistanâs IPs for farther destinations (see figure 5.1).
Building the necessary infrastructures for IPs over the first five years is crucial for completing a meaningful transition toward stronger investment into extractive and agriculture sectors by the end of the next five years of the Decade of Transition. Connecting the stated IPs to their intended local and regional markets forms the basis for SEZs by incorporating human, natural, and industrial resources for greater economic development. This reorientation of the Afghanistan national economy will offer the country the ability to multiply its geopolitical position by becoming a geoeconomic actor connecting diverse populations and markets across Southwest and Central Asia.
