“Distribution” refers to the allocation of resources in a market economy unfettered by government. “Redistribution” refers to any forces, voluntary or involuntary, which allocate resources to those who would not otherwise receive them in a market economy. This is a more general view of the problem of resource allocation than the simplistic battle between capitalism and socialism. In Language in Thought and Action (San Diego: Harcourt Brace Jovanov-ich, 1990), S.I. Hayakawa reminds us that the choice of words matters in framing a debate. Every economy has both distributive and redistributive features. Even rigidly controlled communist systems often had black market activities that allowed market forces to work. Redistribution is rampant in the United States, and without it, we would not have public infrastructure, public schools, national defense, and many other things. Still, the word “redistribution” is often used in an inflammatory manner. A measure of the complexity of this controversy is that, historically, two leading proponents of redistribution are Jesus Christ and Karl Marx.
