CHAPTER 3

The Policy and Power Divide

When dealing with the relationship between China and the U.S., this truism must be kept in mind: it is the U.S. that ‘went’ to China and not the reverse.1 This information becomes meaningful when we take into consideration the manner and motives of the U.S.’s ‘journey’ to China, which unsurprisingly is similar to that of the Europeans to Africa and Asia. England’s journey to India is a good example. The British Government did not start that journey, rather, a private organization, the East India Company, took the initiative of colonizing India with its own capital, organization, administration, and even police and army. It is only when this colonization derailed, that the British government stepped in by submitting the Company to governmental control, and finally taking over the task of colonizing India with the known historical consequences.2
