70. From the above, a total of 35 respondents representing 64.4 per cent, either strongly disagreed or disagreed that the state of skilled manpower in support of airport management is satisfactory. This view was also corroborated by stakeholders in the various departments that were interviewed. Therefore, the state of skilled manpower constitutes an issue in airport management and internal security.

AIRPORT SECURITY

71. Airport Security refers to the techniques and method used in protecting passengers, staff and aircraft which use the airports from accidental/malicious harm, crime and other threats.”52 Threats to airports security are both major and minor. 53 The minor threat may not directly threaten airline security but could develop into a major threat if unchecked. It is also a pointer to the fact that there are lapses in the security architecture around the airports. For example, armed robbery attacks at some airports and trespasses at the airports as a result of porous and uncontrolled exits are also a pointer to the fact that there are lapses in the security set up around the airports generally. Among these minor threats are, touting, unlawful entry, hawking, drug trafficking, money laundering, pilfering of fuel and stealing.54 These crimes have impacted negatively on airport management and internal security.

72. The major breaches to airport security are: unauthorized accesses to aircraft, aircraft hijacking and smuggling of IEDs into aircraft, airport environment and possibility of stowaway carrying IEDs into wheel wells among others. For instance, Arik aircraft on November 2013 on a domestic flight from Benin to Lagos was found carrying a stowaway on a wheel well and successfully landed at Local Terminal of MMA2, Lagos among others. These and few others are clear indication that the tendencies for a major breach of security does exist, which are clear indications of impending threats to airport management and internal security. More so, some countries have been included on the watch list of terrorist nations by the United States after the incident of 25 December 2009, when a Nigerian departed through MMIA, Lagos and was arrested onboard a US carrier for alleged bomb attempt.55 This had a very serious implication on airport management and internal security. Therefore, airport security is an issue in airport management and internal security.

73. Questions in Section D of the Questionnaire were posed to obtain respondents’ views on the state of security at the airports in support of airport management is satisfactory. Of the 50 respondents, 6.0 per cent strongly agreed (SA) that it was, 17.8 per cent agreed (A), 11.2 per cent were undecided (U), 16.6 per cent disagreed (D) and 48.4 percent strongly disagreed. The views expressed are tabulated and represented pictorially in Table 3.4 and Figure 3.4 respectively.
