Operational Inadequacies
Fellowship services were initiated without an Air Ontario operating manual. Neither was there an approved Minimum Equipment List until some months later. Crews thus lacked standardised operational guidelines.
Air Ontario’s despatch and operational control system failed to provide crews with the same level of support as in the parent organisation. By contrast, Air Canada provided its despatchers with formal training and operational guidelines, including rules forbidding the despatch of an aircraft with an inoperative APU into any airport without groundstart facilities.
