Source: Via survey, local government land-use planning directors were asked if the zoning ordinances in their jurisdiction would allow the construction of a hypothetical two-story apartment development with 40 units on a five-acre lot by right, by permit, or under no existing law. Fifty of the largest U.S. metropolitan areas captured 1,706 responses. Housing price data from the 2000 Decennial Census were merged to local-government jurisdictions by the author and data on racial demographics were provided by Rolf Pendall.
