Part 2: The Plan

Let me start by saying two things:

1. Parts of this plan have been common currency among many Palestinian supporters of the One-State Solution. But the combination of elements I present in this book has not been spelled out in this way before.

2. However, I have mentioned the outline of it to a range of knowledgeable Palestinians and incorporated their comments and reactions where I agreed with them.

But it is true to say that obtaining agreement to every element, even from the Palestinians, will not be easy. And of course, “the Israelis” by which I mean the people who currently represent them, will see this plan as representing everything they have been trying to avoid for the last 70 years. But I am not particularly concerned about that. There are two ways in which this plan can become acceptable to Israelis. Either enough ordinary citizens of Israel realise that they have reached the end of the road under a succession of vicious, racist right-wing governments, and elect a government which will see this plan as win-win for everyone. Or there will be concerted action by major powers to enforce this plan on Israel as it is now, through sanctions, withdrawal of aid, dismantling of security arrangements and so on, which will probably have the same effect as leading to a government that genuinely wants what’s best for all the citizens between the Jordan and the Mediterranean.
