Emergency Relief Coordinator

The Office of the Emergency Relief Coordinator has headquarters in New York and Geneva. I had the privilege of being appointed the first ERC and Under-Secretary-General for Humanitarian Affairs in 1992, a position I held until 1994. Currently, the New York headquarters office focuses on policy development, substantive servicing of the UN's deliberative organs, particularly in advocating humanitarian concerns and requirements vis-à-vis the Security Council, and ensuring an effective interface between the humanitarian, political, peacekeeping, human rights and development dimensions of crisis management. It works closely with the relevant entities to ensure humanitarian access and to address the root causes of emergencies, as well as to facilitate a smooth transition from relief to rehabilitation and development. It also manages the Central Emergency Revolving Fund (CERF).

The Geneva headquarters is the focal point for emergency operational support and relief coordination, as well as for disaster reduction. It leads the interagency process for needs assessment and the preparation of consolidated appeals. Once relief operations are in place, the Geneva office monitors follow-up, identifies unmet needs and prepares updated situation reports in close cooperation with all the partners in a particular program. These include the donors; the United Nations agencies and organizations concerned; and other humanitarian, governmental and nongovernmental organizations. The Geneva office also has primary responsibility for action and issues relating to natural disasters.
