7.3 Evaluation

Evaluation involves the periodic assessment and analysis of ongoing or completed projects and programs to identify what is working well and what needs to be improved. It should be an integral element of IDAP's learning agenda and adaptive management. Evaluation can take multiple shapes and forms depending on its purpose and timing in the IDAP's lifecycle. For example, as introduced in Chapter 4, long-term IDAPs should include mid-line, annual surveys, and end-line evaluations. Complex IDAPs may need to include specific or thematic evaluations to inform implementation strategies or open-ended outcome harvesting evaluations to examine any unintended or negative impacts. INGOs that have provided funds after the end of an IDAP can also conduct ex-post evaluations of their IDAPs and broader programs to assess the long-term effects of these programs.
