ACTIONS AND CONSEQUENCES

There is a difference between a target and a target condition. Language matters. Rother explains that a target is an outcome, whereas a target condition is the way a process operates to produce the desired outcome. As previously noted, there are always a variety of actions that might yield a desired consequence. This variety has the potential to offer up quick solutions that “seem right,” but lack rigorous evidence. Within a Toyota culture, there is a pattern of scientific thinking attuned to revealing root problems and generating empirical evidence to guide solutions to these problems. For example, a target of reduced inventories by itself can be achieved in ways that are actually detrimental to overall efficiency. This situation easily results when accounting-based EVA targets are imposed on operating levels in the firm without regard for how process improvements are made.
