Napoleon, who was forced to deploy the stick before he had an opportunity to sell the advantages of the carrot, approached the administration of Egypt with a handful of very sound policies. His attempts to bend the religious hierarchy to his needs showed a mature understanding of national identity, and how best to penetrate it, but in the end, nothing that he tried resulted in any deep-rooted acceptance of French rule or acceptance of him as a legitimate leader. The French on the whole shocked pious Muslims with lewd conduct, particularly public drinking, open fornication, and blasphemy. The French response to localized revolts, of course, was heavy-handed and arbitrary, which added fuel to an already restive, anti-French mood that was brewing almost everywhere in Egypt.
