These comments indicate a gross neglect of South Carolina schools in particular and the prevailing apathy concerning Black schools throughout the South.

The fourth resolution indicated that few schools had been established for Black youth and that the current schools were in great need of repair. The executive committee reported that:

It seems almost incredible that Atlanta with a Negro population of 51,902, Savannah with a Negro population of 33,246 and Augusta with a Negro population of 18,344, should make no provision for the high school training of their black children. (ibid.: 127)
