Elections were the bright spot. If the opinion of the advisory team is at all accurate, the RD Cadre Program did no better in 1967 than in the previous year. In April, the PSA claimed that the creation of the required number of Real New Life hamlets (Ap Doi Mois) was stalled because of weak cadre leadership. The population of Duc Hanh B, a hamlet that received a great deal of attention in the pacification program, even appealed to have their team removed.109 Although the three teams operating in Duc Hoa district were staying at their hamlets overnight, the three teams in Cu Chi refused to do so, citing a lack of security even though there had been no recent attacks by the enemy.110 One team in Cu Chi was singled out for what passed as praise in Hau Nghia:

The Tan Bac hamlet RDC (Revolutionary Development Cadre) team, Cu Chi District, is rated as the number two team in the province. It continues to excel in leadership, team attendance, high morale, and understanding of the program. Although the team appears busy and capable, no significant accomplishments were produced outside of assisting with the hamlet election.111
